i'm trying to only have the LicenseAgreement dialog appear for the user to agree to before SetupProgress.
i've removed InstallWelcome from the User Interface sequence and replaced it with LicenseAgreement but when i run my setup InstallWelcome flashes on the screen momentarily and then is replacedby LicenseAgreement.
is there something that i'm missing here? is there a default somewhere that i have to set to prevent InstallWelcome from flashing on the screen?

What you are seeing is not the InstallWecome dialog but the SetupInitialization dialog. You can remove it from the UI sequence, or change it's appearance to look more like the license dialog (grey background)
