XP SP2 no more executes 16bit setup.exe launcher

Bad news :

XP SP2 no more executes setupper shipped with 16bit setup.exe launcher, that was used in early installshield versions before 5.5 (including Express)

I know IS 5.5. has a 32bit setup.exe launcher but where can I get that now.. its no more sold.

Does anyone know any software setup package in Web that was made
with the installShield 5.5. and contains 32bit setup.exe
Then I could easily download setup.exe from there and give it to customers having the problem with 16bit setup....

However, it does not seem to be possible just to replace SETUP.EXE,
at least _setup.dll is needed. Also I got ERROR 714
"Setup.ins has corrupted".

Any ideas, what is the ROLE of 16bit setup.exe,
CAN I easily write my 32bit own to replace it?

The setup id IS5 itself starts properly on my XP Sp2 box, and I'm not aware of anything in SP2 that would block 16 bit programs.

It's not just Windows XP SP2. I have purposely not installed SP2, but I cannot install any updates or patches to installed XP-compatible software where the manufacturer supplied the 16-bit version of "setup.exe" with the patch or update. So the program installs and runs in XP, but the updates can't be installed!

I'm desperate enough to try replacing the 16-bit "setup.exe" with a 32-bit file from a different patch. It will no doubt be a disaster.
