MsiGetFeatureState

When MsiGetFeatureState is in use, It returns the current state and action state of a feature.

What determines the action state of a feature? WHy is it sometimes InstallState_Unknown and sometimes InstallState_Absent?

The MsiGetFeatureState function will also depend on where it is called in the execute sequence.
