InstallShield Developer created setups that are based on Microsoft's Windows Installer Service (MSI), while Professional creates setupsthat use InstallShield's own scripting engine. Which type is better depends on your requirements and your target audience.
But you don't need to make this decision immediately: The Developer and Professional product lines have been combined into a new product called DevStudio. With DevStudio you can create both types of setups, so you basically get two products at the price of one.
