Is it possible to apply a Minor Upgrade with a transform?
I followed the Minor Upgrade rules but the upgrade will not install.
msiexec /i"msi" TRANSFORMS="xform" ADDLOCAL="featureName" /qb-
Can it be done? What am I missing?

Transforms are generally used to customize an installation BEFORE it is done, not to change an exising installation.
A package that changes an existing installation is a patch. A patch is a minor or major upgrade packaged in such a way that it cannot install unless there is a prior installation of the product being patched. It is in essence a "super transform" that can transform both the installed database and the installed files.
A transform should generally only modify the MSI database, but it is in fact possible to use it to add files to an installation as well, but as far as I know this cannot be done to a product that is already installed.
