I've created a Program Start group shortcut which starts a program (not the main app) once the computer is re-started. I would like to launch that program, after install without restarting the computer.
Is the best way to create a custom action which works with the SetupCompleteSuccess dialog "finish" button or is there a better way?

That would be the best way. Note that in this case the program will be launched in the context of the user running the setup, which may be not what you want in case the setup is running with elevated permissions.
