How can I detect if a user has already got MDAC on their machine - and if they do not how can I install it? Am I completely wrong in saying if I install the mdac merge module that this will install madac if it is not there??

That's exactly what you want to do - add the MDAC merge module to the package.

If it is the MDAC module from Microsoft, all that does is check to see if MDAC is installed and then gives a message telling the user to install it before continuning.
ISWI may have a different one that actually installs MDAC, but the MS mdac.msm file checks and stops the installer if the proper version isn't installed (at least for MDAC 2.5)
