I tried this as follows:
Cache Web Download:
yes
cache Path
[WindowsFolder]Downloaded Installations
Here, I am generating exe and msi both for same project. The exe during installations copies the setup in [WindowsFolder]Downloaded Installations
but while running msi, it does not copy ??

Why do you need the MSI? The end user can still extract your MSI using setup.exe /a at the command line and if they do so chances are they are windows admins and don't want the file to cache locally.

setup.exe is responsible for copying the msi file to Downloaded Instalaltions. It is mainly used for instalaltions downloaded from the web. Since the functionality is in setup.exe it doesn't happen if you don't use setup.exe.
