When you build your package with a setup.exe, ISWI also create a setup.ini containing a version number for Windows Installer.
But it puts "MsiVersion=1.20.1827.0".
This version does not exist according to Microsoft Dll Database, and launching setup.exe on W2K causes error 1207.
