Is there a way to make a merge module of merge modules??

Simply build a component containing the Merge Modules like you would build any other component containing any other files. Nothing special about it.

if i have two merge modules(mm1 and mm2)  and mm2 is included in mm1 (the way I normally would do it with files) and if i include mm1 in another setup.  mm2 two only gets copied over to the destination folder..mm2 is actually not run.

So you cannot simply include merge modules the way you would with normal files.

Actually i found that adding merge modules as dependencies works well in solving this problem.

Sorry, i missunderstood, what you wanted to do.
I thought you wanted to deliver Merge modules to your customers to allow them to build setups based on your components.
After your second post i understood what you really meant. But that's all well documented in the windows installer documentation.
