I use the function MSIInstallProduct to install a MSI from the web but the MSI is not cached so repair or auto repair does not work unless connected to the Web. Is there a property or arugment that must be passed in MSIInstallProduct so that caching occurs. If the product had already been installed I can use the "v" argument with the proporty of REINSTALLMODE but the "v" should not be used the first time the product is installed.

I belive it will cache the MSI fiel, but not the application files (CABs, or embedded in the MSI file). Windows Installer always caches only the MSI database, no matter from where you install.
