There are no actions/tables available to create a user account with MSI directly. You have to write custom actions (to create and perhaps delete the user account) by your own. There's an example about that in the Windows installer SDK (incl. C source). You should look a bit deeper in the MSDN. It's contained.

There's a chapter in the MSI docs titled "How do I use a custom action to create user accounts on the local computer?" that explains the what you have to do
