I could probably do this with a custom action, but is it possible to do it using native Windows Installer functionality.

Instead of using the AppSearch table to search for a file on the entire disk, is it possible to restrict the search to directories contained within the path environment variable?

You can restrict it to specific directories (and optionally sub directories thereof) using DrLocator table. But as far as I know you can't search in the directories that are included in the PATH environment. But I think there's a WinAPI for this that you can call in a CA.
