Does setting elevated privilege means that exes launched from the msi also get elevated privelges??

when you use a custom action there is a Type field that allows you to set how the custom actions works with the system.
with a type 3072 ( msiDBCustomActionTypeInScript and msiDBCustomActionTypeNoImpersonate ) the CA will run in the system context...

sorry, i forgot to mention that you will be adding this, 3072, value to your existing CA Type ( which i believe for you will be Type 2 - if your EXE is in the Binary Table stream )
The other EXE type options are: Type 18 - if it is an EXE instaled with the project, Type 34 - EXE File with command-line string plus directory table path, or Type 50 - EXE with property based path )...
