VSI Tool not found

Hello,
I have Visual Studio .net Professional 2003, I cannot find the VSI tool to create .msi files. I know that with Visual Studio 6, it was necessary to download it from Microsoft site, but with .net it is suppose to be included.. but where ? that's the question

Is there anybody to help me

It is included. Select File -> New -> Project -> Deployment project
