Locked DLL during install

Here's my new problem.

During my install, I run a couple of Visual Basic extensions, mostly during an update to verify databases etc..

After my VB extension runs, the install gives me a message saying msvbvm60.dll is locked when trying to install it. Even though my VB extension is done running, ISP still keeps the file locked, because as soon as I exit ISP it gets unlocked. Anybody ever encounter something similar? And if so, is there a way to unlock this or any DLL?

My two cents ... I know this is not the answer you are looking for and you probably know about this, but there's a lock option on file groups to handle this.
