Can anyone offer some insight as to how one runs an MSI file with elevated privileges? Also is it possible to run CA with elevated privileges? if so, please indicated how?

Enabling installations with elevated privilieges is documented in msi help. You can set the relevant registry entries for instance etc.
In order to run a custom action with such elevated privileges it must be deferred and have the "non impersonate" flag set.
