Does anyone out there know how I can call another app (oracle installer) with command line options from uninstallshield?

You would have to create a custom uninstall DLL (sample can be found here on InstallSite) and add the -c parameter to the uninstall registry key. Your DLL must export two functions: UninstInitialize and UninstUninitialize. Look these up in help to get more information.
