(simple?) question about merge modules

in normal practice when are people advised to actually merge in merge modules?
by that i mean at which point of the installation development process?
in tools like InstallShield and Wise are they merged when they're added to the project or are they merged during the build process (if there is one..).

As far as I know merge modules are merged into your installation package at build time for Wise and Installshield.
