Feature Components Not Removed on Major Upgrade

I have Features A,B and C installed on my computer.

I do a Major Upgrade, but select to Uninstall Feature C during the Upgrade.

After the Upgrade is complete, If I go into Add\remove Programs, I see that the Feature I selected to Uninstall is in an Uninstalled state, BUT all of that Feature's Files and Shortcuts still exist as they did before the Upgrade.

Why?

The components are not set to remain installed when removing them, nor are they shared components.

Can anyone help?

Check MSI log file. What are Request and Action states for Feature C and all its components? Are there any SELMGR messages?
Files can be left if they are registered in multiple components.
