How to create users in Active Directory without using LDAP.

My requirement in I need to create groups and users and add the users to those group. The Active Directory will not be present in the same server. Please help.....

Look up "ADSI" in MSDN Library. It can create local accounts and groups, using the WinNT namespace.
ADSI can be programmed in VB-Script.
