How would I go about writing a custom action to install a certificate. I have searched High and low and cannot find a VBScript action that will acomplish the task.

Maybe www.asptoday.com has some sample VS Script code to install a certificate? Converting VB script to a CA shouldn't be a problem.
If that doesn't turn up anything, maybe the Platform SDK is some use. Security.chm deals with some certificate issues (but I think you need to write a DLL in that case).
