When the user runs the install, the icon shows up in the quick launch toolbar as just a default blank box. After reboot, the icon appears correctly (pretty graphic). What is up with that?? Repros consistently on a 98 machine.

Are you creating the shortcut via the installer tables, or in a custom action?
The executable files must be installed before you create the shortcut.

I'm using the tables. (I added the shortcut In the IDE, using Configure Target System and Shortcuts/Folders.)
