I select a merge module to a feature, then set the condition for that feature. But this method doesn't work. Does anyone know what's wrong with my method or how to set a condition to a merge module?

As you described it, it is the right way to set a condition.
Are you sure that you have entered the feature condition correctly? If a feature condition is true, it changes the install level of the feature rather than determining that the feature has to be installed.

An if the condition uses a property, that property must be set before CostFinalize, because feature conditions are evaluated during CostFInalize.
