Is it possible for Installshiled Developer 7 and ISWI 203 to live together on the same machine? If I install Installshiled Developer 7 can I use ISWI 203 again ?

I don't think they can. The ISWi product line has been replaced by Developer, so Developer is an upgrade to ISWI. As far as I know installing Developer will replace your existing ISWI. You could set up a second partition with a second operating system, or use a tool like VMWare to work around this limitation.
Once you converted a project file to ISD you can no longer open it in ISWI.
