Can I set this public poperty to all by Adding ALLUSERS to property table and setting the value to "ALL"..
I want this value to be set as (1/ALL) default even if run in Silent Mode(/q)

You can add it to the Property tabel. The value should be 1 not ALL

You can also use a "set property" type custom action and insert this into the Install\Execute sequence (this will allow the added flexibility of setting either NULL, 1 or 2 as value to the ALLUSERS property depending on some condition you want to check at runtime).
