How to edit not supported languages

Help.. I know some language are not supported in InstallShield..
but is there any way to edit these languages in InstallShield

After you install a language pack, you can use the Tools -> Add new language option. I know this works for MSI projects, but I'm not sure about InstalLScript projects.

I tried to add arabic in InstallShield DevStudio InstallScript project and it doesn't work.

I contacted InstallShield support and they say it only works with MSI projects.

In InstallScript MSI projects it works, but you have to do some extra-work. You have to copy some files in support and redist directory (inside the DevStudio product directory).

Then, you can edit text in string table or in dialog editor. You can also change the name of the language (appeared in the "Select language" dialog) in any language.

I experimented some trouble with languages wich have an Id with 4 hexadecimal digits, for example Arabic (UAE), because it doesn't follow the format 0x0nnn.ini in the name of the files.

Can anybody knows a solution for that?
