I have the same error on my system. The installshield will not run uninstalls either.
I, to would like to repair this problem as I have occasion to download programs utilizing installshield.
I don't have any problems with any other installation utilities.

Make sure that stdole32.tlb is properly installed on your machine.

That's exactly what the problem was. The file had pulled a disappearing act. After replacing the file, the installations work fine.
