You will need to explain your definition of 'once'. Do you wish to install one time and then never allow a modify, repair and remove? I think you need to allow a remove.
I can envision methods on a stand alone computer, but when you consider a workgroup or client/server install, those might be impossible.

By 'once', I figuring he means a setup that can be installed on a PC, but then somehow "destroys itself" in some way to prevent any future installations--regardless of the PC.
Also, the supporting uninstall information would still be on the original PC, so you'd be able to remove it. I would just drop the modify and repair options from Maitenance mode.
