Is there any free express edition of installshield available just to build the .ism file instead of designing or modifying the existing .ism file

o. But if you have Premier (to edit your project) you can install the command line build tool on additional machine in order to build your install package from that .ism file. This is useful for dedicated build machines, nightly builds etc. But this stand alone build engine is not available separately, only for owners of the Premier edition.
