File in use shows everything

Hello everybody,
I have created a project of type Basic MSI, every thing works fine, related to install uninstall repair etc..
But when I try to uninstall Files In Use dialog pops-up and shows almost all running application. It shows MSWord, Notepad, Internet Explorer, and even Task Manager. I am not able to understand the reason for this. Is it some design problem in my project or...

Maybe you are trying to replace some system DLL?

No, I am not replacing any system dll.
Infact i am not installing anything outside INSTALLDIR.

That dialog should have a ignore button, so you could continue with the uninstall. This will require a reboot. Before you reboot, look in registry for the pending file ranme operations to see which files are causing this.

Right now i am not getting this problem (as it is not consistent), but still I think if it re-occured PendingFileRename should help me.

New update (interesting).
Stefan, I again got that File-In-Use problem, but the PendingFileRename registry shows two .rbf (installation rolback files) files, created in Config.msi folder.
I am sure that these files are created by my setup, as there was no such file before i run the setup.
Any clues ?

I don't think those files are the cause for the FileInUse dialog. Are there any other pending rename entries?

Even i don't think these files can be behind FileInUse dialog.
What I did:
1. I installed my application. (I am using InstallShield but its pure MSI no InstallScript)
I am creating an uninstall shortcut.
2. Launched application.
3. Click uninstall shortcut.
4. Uninstall progress displays FileInUse dialog I closed application and clicked retry it uninstalled. There was reboot option at end.
But this FileInUse dialog was listing Notepad, MSWord and even Task Manager few times. These system applications are listed only if they are running.
