The redistributable package for Windows Installer 3.1 is available from http://www.microsoft...38-de776fd4138c . The new version is also pushed via Windows Update.

The redistributable package installs MSI version 3.1.4000.1823. This is slightly lower the than Windows 2003 SP1 version of 3.1.4000.1830.
