Win 9X and upgrading locked files

I have a com object that is not always shut down. My install closes most of my programs but under certain conditions it is not always possible to close them all.  This results in a few locked files during an upgrade.

Under Windows9X installations this has the unpleasant side effect of using only short file names.  However the com registration refers only to the long name.  So my application does not work properly.

Has anybody got an elegant solution for this?

I am proposing to add a function to my applications to check for the presence of the offending shortnames. delete them. then call MsiInstallMissingComponent to repair the damage.  This has the problem that the source may not be available easily  when the user triggers my forced auto repair.
