I have seed MS ORCA and know that it is a valuable tool to use on occasion.
I have searched MS's website up and down and haven't come up with anything about ORCA. I hate searching for anything on their website, it is a freaking maze.
What I am wondering is what is the licencing scheme that it MS puts on it?
Secondly, if it is freeware, where can I get a copy. Even if I have to pay for it where can I get it?

You can download the Windows Installer SDK for free from the Microsoft website, and the orca tool is include either in the bin directory, or in the sample directory as an msi file that you install.
