I need to conditionally create a shortcut in the Startup directory. The executable for the shortcut will always be installed, but only needs to automatically run under certain circumstances, as determined at installation time. I've been doing this from a CA via shfolder.dll but suddenly find that some of the target systems have an older version of shfolder.dll which doesn't support the interfaces that I need and the OS won't let me update this file (protected by Windows). Is this even possible?

You could put this shortcut in a separate component that you install conditionally.
