I have 2 years exp of IS 3-5-6.
After a long break, I am supposed to choose fast between IS Professional and IS developer.
since I know what to expect from IS Professional I am asking your opinion if IS Developer would be more suitable
( stability, version management , development time ) for drivers(low level) installation.

Neither system gives any support for driver installation.
You will need your own code to call SetupDIxxxx whichever you choose.

Depending on your time frame you may want to wait for InstallShield DevStudio 9 which is currently in beta test and includes the capabilities of both products, Professional and Developer.
