hi,

i need a property for over install, like the property for only new install

Know anybody with porperty i can set?

And how i can use 2 properties? with AND? i don't know!

or the property for deinstall?

Because the Custom Action must run if i want to install or overinstall but not if the programm deinstall.

$ComponentName is set to action state of component
?ComponentName is set to install state of component
&FeatureName is set action state of feature
\FeatureName is set to install state of feature

you can use these to condition custom actions.  They give you fine control so your action will run sensibly on repair, reinstall, upgrade and remove actions.
