can't view the readme file

Hi All,
I am developing a setup using windows installer 2.0x.I have developed the entire application but I am not able to launch the readme file. There is some problem with the combo box (It is not getting checked). The other way is by using action/scripts to launch the readme file-but I am not able to do it. Please direct me in this matter. This is very urgent.

See this example. Work if target computer have notepad installed.
