I use Installshiled2009 to build my basic msi installers. By my check, there're some useless default standard actions in my installer, like: InstallODBC, RemoveODBC, UnregisterClassInfo, UnregisterExtensionInfo, UnregisterProgIdInfo and so on.

I don't need them. so I want to delete them. Is that OK?

Another question: I found there're some actions execute two times, like Appsearch and FileCost, because they are in both UI and Execute sequence. But if I want them execute just one time, can i just delete it from any one sequence?

You could delete them but leaving them in sholdn't hurt.

They are required in both sequences because the UI sequence is skipped in silent mode.
