This was released on Sourceforge under the Open Source Initiative's Common Public licence, which is apparently a first for Microsoft.
Rob Mensching of earlier Windows Installer blog entries, is listed as the project admin under the Sourceforge entry and the home page of the project links back to Rob Mensching's blog where he goings into more detail about what has been released and how it all hangs together :-

Not sure at the moment of how this will integrate into the current packaging/repackaging marketplace, but its worth a look.

There is no special section for WiX specific questions, but you can post any MSI related questions in Vendor neutral MSI topics. If your question is specific to WiX ("How do I do this in WiX") you might get better results posting to the WiX discussion mailing list.
