Hello,
on some machines I get:
DEBUG: Error 2318: File does not exist: c:\pagefile.sys
I get it on several (not all) machines with Win 2000 and WI 2.0.2600.1183.
It happens during a minor upgrade.
With UI-sequence it accures during dialog SetupResume, if without UI-sequence it occures during CA InstallValidate.

Does your setup fail because of this error? (This could simply be a debug output informing you that the file doesn't exist)
Are you low on RAM?

The error terminated the run, but I have found the problem.
Because of I knew, what I had changed between the two versions, I knew where to search for the cause.
I found it in the directory table.
I had defined two new entries, each with TARGETDIR as parent und "."(point) as defaultdir. The actual values were set in the ExecuteSequence with CA35.
Now I changed the parentdir values to INSTALLDIR ( perhaps not necessary ) and the defaultdir from "." to "X".
Now the setup updates correctly.

I have exactly same problem like you had when doing minor upgrade. I looked at the Directory table but could not find any undocumented MSI property like DATABASE or any invalid entry. I just migrated IS8 project to IS 9 and this error happened. Any hints to debug?

Try running a validate on your msi package with installshield or orca, this might be able to point you in the right direction.
