Our installation, we have specific file that we wish to upgrade, and have them replaced with the original files on program uninstall.
Currently we have a crude rename script for install / uninstall and use professional 6.31.
Would moving to developer give us the ability for the installer to automatically handle backing up of exsting program files, and rolling back to the originals on uninstall? (Currently most installers only install / remove).
Any advice / suggestions appreciated.

No. Windows Installer/MSI (which is the technology that ISDev uses) will not restore a file to its previous version during uninstall. BTW such a downgrade could be dangerous.
You would have to use a custom action like a script, or at least some manual MSI database table entries to achieve this.
All the MSI will do automatically is restore the old version if the installation fails or is aborted.
