Installations as a User, not Admin

I have a software package which, at startup time, checks the server for a newer version of itself and invokes the newer MSI file if found.  Users of Win/9x have no issues, neither do Win2K/NT/XP users who have software installation permissions on their local workstations.  

However, if the Win2K/NT/XP user does not have software installation permissions, they cannot run the MSI.  Is there a recommended way of dealing with this?  I've read some material about running in elevated mode but I'm not entirely sure that is what I need.  Some input, if you please.

you will need to set both the machine and user policies to allow/set installs to elevated and you will need to use the ALLUSERS=1 or ALLUSERS=2 properties at install time...
