Hi,
I have found information how to create a .msp file by Orca, but how to create a Data.cab file without the Windows Installer which should be used by this .msp file. Any tools and comments will be great.

you could use SetupTegoCab.exe ( the tego product ), appletarchiver ( from webarchive i believe ), ACDZip, CAB Wizard ( cabwiz.exe from ms ), ...
