Just prior to InstallFinalize I placed the ScheduleReboot CA so that the installer will reboot at the end when certain conditions are met. After the InstallFinalize, I am executing several custom actons, some of which is they fail I need to cancel the ScheduledReboot.
Is there a way to do this? Would setting the REBOOT property to ReallySuppress prevent the ScheduledReboot from happening?

Yes, setting that property would cause it to not reboot.
Where are the conditions (or are you using some properies too) being evaluated in your execute sequence?
Have you checked your logfile to see the evaluation of the CAs? (Condition is False) means that it's not being set correctly.
