I installed Visual Dev 2008 in addition to Visual Dev 2005.
Every time I select an object to be added to a Merge Module Holder, the Windows Installer Object comes up to configure Visual Dev 2008, even with Visual Dev 2005 run times.
I uninstalled all of Installshield X, then reinstalled, hotfixed, and added legacy merge modules - no change.
Any ideas apart from removing Visual Dev 2008 - I will need it.

Windows is so tedious and buggy.
OS X is not perfect, but you see nothing like this there.
