Erro 1603 on Windows Xp

Hi
I have some problems during the instalation of Windows Installer. I try to install, but it give me a message "Error 1603" only on Windows XP.
I know that is a problem ocurred when the windows don´t have the Service Pack 1 installed. It´s true ? Any ideas ?

set your install to full vebose logging ( the l*v option ) and use the MS WiLogUtl utility to analyze the results.

MSI (s) (94:FC): Cleaning up uninstalled install packages, if any exist
MSI (s) (94:FC): MainEngineThread is returning 1603
MSI © (94:50): Decrementing counter to disable shutdown. If counter >= 0, shutdown will be denied. Counter after decrement: -1
MSI © (94:50): MainEngineThread is returning 1603
The analyze of log file returned it:
MSI (s) (94:FC): Cleaning up uninstalled install packages, if any exist
MSI (s) (94:FC): MainEngineThread is returning 1603

Also, try checking the Windows XP event viewer for the error. This should provide you with some more information about the error.

The problem is I install in other versions of windows. Only in some versions of Windows XP don´t install.
I have to make some configuration, but i don´t know what to do.

I believe there will be even more errors listed in your log.

If that is the only error in the log file, then it looks like maybe the Windows Installer service is broken?
Also, you install package could be corrupted, and thus failing at the particular point in the installation.
Who created the msi package that you are using?

I don´t know what I do to see if my Windows Installer service is broken.
I created the msi package in Install Shield Developer 8 using a Standard Project.
I think that is a problem ocurred only in Windows XP, because in other versions of windows the installation don´t give me any error messages.
Do I need install the service pack 1 on the Windows XP ?
