How to overwrite existing Flash10i.ocx file?

Its possible to creative installation in InstallShield 2010
to overwrite Flash10i.ocx file in folder C:\WINDOWS\system32\Macromed\Flash ?
I need this for this GUIDE
to make ease for users

Flash10i.ocx file is flash player file so if Internet Explorer
not open, it not in use
but this file have some security restriction that not allow to replace file

rigth now I have error 1321. The Installer has insufficient
privileges to modify file

I really don't think you should do this - from a security standpoint and it's probalby also a violation of Adobe's license.

How do I remove security restriction of other file?
And apply security restriction to other file?
When I make installation in InstallShield 2010?

It depends on the type of permissions.

If it's access permissions you can specify these for files you are instzalling in InstallShield by right-clicking the file in Files and Folder view. However in your case you want to change the permission of an existing file, so you would need to create a custom action, calling cacls.exe for instance.

If the file is protected in some other way, like system file protection, then the only supported way would be a digitally signed OS update.
