I have Installshield X Premier Version and attempting to create Basic MSI Project.
I am configuring the ODBC Resource and when running the Setup.Exe, it is flagging the following message:
Could not load setup or translator library. .....
Can anyone help?

I had that too, and it was tricky. What was happening for me was the .dll was not being installed in the location that I was pointing to with the ODBC resource. Make sure you have both the setup and driver .dll setup in the Resource Viewer.
Just so you know, I was doing something similar and I found some strange behavior, something I haven't been able to replicate. I found that the folder I was installing my .dll's to for the ODBC Resource was being deleted. That was what triggered the error message similar to yours.
