The TITLE is exactly what I want to know.
Is it possible with ISX 5.0 to create PLATFORM DEPENDENT registry entries?
Specifically we want to set different registry keys dependent on what version of Windows (Platform OS) is being used.
Is this possible?
How do I accomplish this?

Registry entires ae associated with Components which in turn are associated with Features. You can put conditions on components or features to conditionally create registry entries.
However I'm not sure whether that's possible in Express. Express doesn't show you the components, but if you can associate the registry entry with a feature and put a condition on that feature it should work.
